PS: Most people have dynamic IP addresses that point to places way off than their actual location. Unless you have a court order or have identified that person’s IP address in the past/have something to compare it to (i.e. they left you a comment with their real name and email address on your Wordpress blog and then decided to hate on you some months later) or unless that person is using a corporate connection, you usually have nothing.

LP: Roxas will overtake Binay and Win VP Race
BAILIWICK VOTES TO CLINCH VICTORY FOR LP BET
Liberal Party vice-presidential candidate Senator Mar Roxas will catch up and eventually top rival Makati Mayor Jejomar Binay in the final tally of the congressional National Board of Canvassers, the Aquino-Roxas Bantay Balota said today.
Atty. Joe Nathan P. Tenefrancia, ARBB Over-all Deputy National Coordinator, today said votes for Roxas will begin pouring in once votes from the 22% remaining precincts – which include those from the senator’s bailiwicks – are tallied.
“It’s still a long way to go. It’s still not the time to celebrate,” Tenefrancia reminded all vice presidential contenders, pointing out that the 22% is still equivalent to roughly 8 million votes. Binay is leading Roxas by an average of only 800,000 votes.
The election results (ERs) from the remaining precincts were not transmitted to the Commission on Elections’ main server because of PCOS malfunction or due to signal difficulties. Because of this, Tenefrancia said the Certificates of Canvass (CoC) of the ERs would now have to be transported to the City or Municipal Board of Canvassers for tallying.
Once the City/Municipality BoC tallies the votes, the results would be forwarded to the Provincial BoC for sealing and for final transmission to the Comelec for the canvassing of the senatorial and party-list votes, and to Congress for the counting of the presidential and vice presidential votes.
The congressional NBC would convene on May 31. The Senate President, concurred in by the House Speaker, would officially announce the results of the presidential and vice presidential race once the NBC has completed the canvassing of all certificates of canvass nationwide. The entire process could take as long as 1 month.
Tenefrancia stressed: “The official results of the vice presidential race will only come once the NBC has completed its canvassing. It’s very early to be celebrating or planning out offices and even to begin hiring staff personnel.”
The uncanvassed election results would come from Misamis Occidental, Agusan del Norte, Iloilo, Negros Occidental, Cebu, Negros Oriental, Samar, Tarlac, Ilocos Sur, Isabela, Bulacan, Nueva Ecija and Pampanga, among others.
In many of these provinces, Tenefrancia pointed out, vote trending is in favor of Roxas – who is enjoying as much as 77% voter preference, compared to Binay’s poor showing. “Unless these votes are tampered with, it is clear that the 800,000 lead could easily be surpassed by the votes from Roxas’ bailiwicks,” he said.
“We are confident that by the end of the official canvassing of the VP race, Senator Roxas will emerge victorious,” Tenefrancia said.
